The change came from the US Department of Transportation. In December 2020 the agency issued a final rule that took effect in early 2021. Before it, airlines often let comfort animals into the cabin. After it, the only animal an airline must accept in the cabin as a working animal is a Service Dog, meaning a dog individually trained to do work or tasks for a person with a disability. A Support Animal, which helps simply by being present, is no longer something the airline is required to seat for free.
So the word that matters at the airport is trained. A Service Dog earns cabin access through what it has been taught to do. A Support Animal is wonderful and real and important, and it still travels with you, just under the airline pet policy instead of the disability rule. Neither path makes your dog any less yours. They are simply two different doors into the same plane.
