Think of it as a short promise with a few plain conditions. A service animal, for air travel, is a dog that has been trained to do a job or a task for a person with a disability. If your dog meets that one definition, every airline that flies in the United States has to bring it into the cabin with you. No pet fare, no cargo hold, no extra ticket. The dog rests at your feet or in your lap inside the space you already paid for.
The catch is gentle and fair. The cabin is a tight, busy, sometimes loud space, so the dog has to act like the trained partner it is. It stays leashed or harnessed, it settles instead of roaming, and it does not bark, lunge, or jump on other passengers. Meet the definition and bring that behavior, and the law does the rest. That really is the whole deal.

People expect a mountain of paperwork. It is really one page. The main document is the DOT Service Animal Air Transportation Form. On it you sign that your dog is trained, healthy, and will behave on the plane. The airline gives you this form, or you find it on the Department of Transportation site. It is free, and no outside registry, certificate, or ID card can be required in its place.
There is a second form, but only for a long haul. If your trip runs eight hours or more, an airline may also ask you to confirm the dog can either hold it for the whole flight or relieve itself in a sanitary way. That is it. Two short attestations at most, and most domestic trips need only the first one.

Crew are allowed to ask you two simple questions, and only two. Is the dog needed because of a disability, and what task has it been trained to do. They are not allowed to ask about your medical condition and they cannot make the dog perform a trick to prove itself. A typical Service Dog, even a large one, tucks into your foot space just fine. If your dog is unusually big, call the airline accessibility desk first so a bulkhead row or a second seat is sorted before you arrive.

Since the 2020 Department of Transportation rule took hold in early 2021, US airlines no longer have to treat a Support Animal as a service animal in the cabin. In real terms, an airline can welcome your Support Animal only as a pet. Plenty of owners happily book their animal as a pet, and there is nothing wrong with that. Just plan around the airline pet policy, not the ACAA, so nothing surprises you at the counter.
