For flights the rule recognizes one species only. A service animal is a dog, any breed or size, individually trained to do work or perform a task for a person with a disability. A cat, a bird or a rabbit does not meet this section, no matter how helpful it is at home.

A carrier does not have to seat more than two Service Dogs for one passenger. Most travelers bring one. If you bring two, both share your own foot space and both behave for the entire trip. There is no third spot under the rule.

A carrier may ask for the DOT Service Animal Air Transportation Form. On a flight that lasts eight hours or longer it may also ask for the relief attestation. Both are official government forms and neither one carries a fee.

This is the rule that matters most at the gate. A carrier may treat the dog as a pet, or deny it, if it acts in a way that threatens health or safety. A dog that lunges, snaps, barks without stopping or soils the cabin has failed this standard.

Once the 2020 rule took hold the paperwork shrank to a tidy set. There are two federal forms and there is no national registry to join. A carrier hands you its copy or takes the DOT version. On a long haul a carrier may add this second form. You attest that your dog will either not need to relieve itself during the flight or will do so in a way that does not create a health or sanitation problem. Short flights never trigger it.

For years the older rule let a comfort animal ride in the cabin alongside trained dogs. The 2020 Department of Transportation final rule closed that door. It came into force in early 2021 and it tightened the air travel definition down to dogs that are individually trained to do work or perform a task. A Support Animal helps through its steady presence, and that is real, but presence alone is no longer treated as a service animal for a flight.
In practice this means a US carrier may now welcome a Support Animal only as a pet. The airline pet policy takes over from the rules above. Expect a pet fee, a soft carrier that slides under the seat in front of you, a weight or size cap and a limit on how many pets the cabin holds that day. Plenty of owners book their animal as a pet on purpose and travel happily. The key is to plan against the pet policy, not against Part 382.
